He says many people who had previously supported the Islamic Courts Union are changing their minds now that their livelihoods and khat consumption is being so threatened.

It will be interesting to see what those opposed to the UIC will be able to do about this mess.
In my opinion "warlordism" was very good as long as no warlord controlled more than a little area.
In time competition about tax revenues would have forced each of them to rule his little "kingdom" in a civilized manner.
I really hope that the UIC will collapse, but remember that the US government did not collapse because of the prohibition.
If the UIC is a loosely organized structure I am convinced that market forces will dissolve the ban on khat just like a cartel is dissolved by market forces.
Another opportunity is that riots will occur and that the rule of the UIC will be dissolved because of that. I do not know anything about how well-armed the average somali is.
