Suppose that a ship owner who fears piracy could sign a contract with an anti-piracy company that in fact is a bunch of pirates and that the bunch of pirates would guarantee that no piracy attacks will take place and that given that attacks actually take place the anti-piracy group will pay all expenses plus an extra penalty to the ship owner, the pirates could be turned into entrepreneurs in the maritime security business.
All that is needed is that you could enter a binding contractual agreement with an originally criminal organisation in somewhat secure jurisdiction.
In the same manner you could solve the whole issue of the security of foreigners visiting anarchic countries.

I think that the world will eventually be anarchic and local militias will eliminate pirate bases and prevent new ones from forming.
Another and more realistic opportunity is that different maffia organizations substitute the security vacuum in an anarchy.
Omce those maffias have got sufficiently powerful they will function as governments.
I do not think that governemnets threaten freedom as long as they control only very limited geographical areas.
